Did Iran and Russia sign a secret contract?

Increase of international pressure against Iran and a possibility of military intervention in Iran have recently raised tension in the region. Iran has begun to look as a commercial partner and ally of Russia in the region. Russia, that is trying on the one hand to soften the menaces of the Western against Iran, doesn’t want on the other hand to see in its south a country owned nuclear weapon. And it is trying to strengthen its economic and military interests in Iran, using as the best choice for it a good opportunity for a purpose of keeping Iran in its frames. And Iran is forced to cherish Russians for a purpose of diminishing the threats of the Western countries.

According to the article spread at the site of INA (Iranian News Agency) on January 21 of the current year, for a purpose of gaining a support of Russia, Iran’s supreme religious leader Seyyid Ali Khamenei gave to Moscow development of oil and gas fields newly discovered on the Caspian Sea. Under the contract Russia will get 64.9 percents and the Iranian party 35.1 percents from the profits of these fields, also stated in the information.

Under this secret contract signed between Iran and Russia, the Russian military has a right to bring its forces up to 70 km from the Iranian border on the Caspian Sea, said in that information again. And it is connected with a purpose of ensuring security of the fields. The contract was signed by Masud Mirkazemi, the Minister of Petroleum of Iran acted in that period, and Shmatkov, Russia’s Minister of Petroleum, Ina states as well. And the security appendix of the contract was signed by the IRGC (Islamic Revolutionary Guard Corps) general Firuzabadi as a special representative of Khamenei.

To note, the research of the oil and gas fields on the Caspian Sea has been conducted by Iran for a long time. The result of these researches was stated last year and it was told that oil and gas in the Iranian part of the Caspian Sea are much more than it was imagined before. According to the information given by the official sources, these fields are located in the depth of 2400 meters.

To mention, while a legal status of the Caspian Sea hasn’t been determined yet, Iran’s share isn’t clear there. There are the serious differences of opinions between Iran, Azerbaijan, Kazakhstan and Turkmenistan in the issue of dividing the Caspian Sea to the parts and determining its legal status. And unknown status of these borders puts obstacle in using many fields. And unclear mentioning of the locations of the fields, stated by Iran to be discovered, may put on the agenda the new problems and tensions concerning the status of the Caspian Sea.
